In the UK, known donor arrangements are widely used but legal parenthood depends entirely on the route taken — a licensed clinic (with signed consent forms) versus DIY home insemination produce completely different legal outcomes. Known donor arrangements

Legal and common, but the legal outcome differs completely depending on route: an HFEA-licensed clinic (with signed consent forms) versus DIY/home insemination.

Anonymous donation

Banned since April 2005 — all clinic donors are registered with the HFEA, and donor-conceived people can request identifying information about their donor from age 18.

IVF / IUI

Available through licensed clinics, but NHS funding is decided regionally by Integrated Care Boards, producing a well-documented "postcode lottery" — same-sex couples and single women are often required to self-fund several rounds of IUI first to qualify.

Commercial surrogacy

Illegal — paying a surrogate beyond reasonable expenses, advertising for a surrogate, or brokering for profit are all criminal offenses under the Surrogacy Arrangements Act 1985.

Altruistic surrogacy

Legal, but the surrogate is the legal mother at birth regardless of genetics — intended parents must apply for a Parental Order within 6 months of birth to transfer legal parenthood.

Same-sex couple / single-person adoption

Legal since the Adoption and Children Act 2002 — same-sex couples (married, civil partnered, or cohabiting) and single people of any orientation can adopt.

Typical costs

Costs vary hugely by path: known donor and co-parenting arrangements are mostly legal-fee driven (roughly £1,000–£3,000+VAT for an agreement); IVF is inconsistently NHS-funded depending on your region, with a private cycle typically £3,000–£6,000; UK altruistic surrogacy commonly totals £50,000+ once reasonable expenses, legal fees, and medical costs are combined, and international surrogacy runs considerably higher.

Typical timeline

Known donor and co-parenting arrangements can move in well under a year once the right person is found; IVF/IUI often takes several cycles before success; surrogacy — domestic or international — typically takes two or more years end to end, including the post-birth Parental Order process, which itself commonly takes several months to over a year after the 6-month application deadline.
