Legal considerations

Because family law is provincial, the same surrogacy journey can look quite different depending on which province the surrogate and intended parents are in — confirm the current rules for your specific province with a lawyer before assuming any general rule applies.
A surrogacy agreement is not enforceable as a contract that can force a surrogate to hand over a child — like the UK and Netherlands, Canada's system depends on the surrogate's actual post-birth consent, not on the agreement itself being legally binding in that sense.
Because AHRA is federal criminal law, its rules on payment apply everywhere in Canada regardless of province — only the process of becoming a legal parent afterward is provincial.

Altruistic surrogacy in Canada is far cheaper than in the US, since the surrogate isn't paid a fee — but reimbursed eligible expenses, IVF/medical costs, agency fees (if using one), and legal fees for the parentage process still add up, commonly totaling well into five figures (CAD).

Timeline

Finding a surrogate: reported wait times vary widely, commonly anywhere from a few months to well over a year — Canada's altruistic-only model means a genuine shortage of surrogates relative to demand, so this step is the least predictable part of the timeline.
Pregnancy: IVF and embryo transfer, then pregnancy — assuming a successful transfer on the first attempt.
After birth: in Ontario, BC, and Quebec's new framework, legal parenthood can already be established via the pre-conception agreement; elsewhere, a post-birth court process may still be needed.
