In Canada, known donor arrangements and altruistic surrogacy are both legal nationwide, but the process for becoming a legal parent is provincial, not federal — Ontario, British Columbia, and (since March 2024) Quebec all let intended parents become legal parents through a signed pre-conception agreement rather than a court adoption, while commercial surrogacy remains a federal crime everywhere under the Assisted Human Reproduction Act.
