Key facts

Heterosexual couples: the birth mother and her husband/partner are the legal parents; the donor has no legal rights or obligations unless he formally acknowledges the child.
Same-sex female couples: the non-birthing partner (duomoeder) doesn't become a legal parent automatically when a known donor is used, unlike with an anonymous clinic donor. If she and the birth mother are married or in a registered partnership, she can acknowledge (erkennen) the child before birth and become a legal parent from birth onward; otherwise, she must acknowledge the child after birth or adopt — and if the known donor acknowledges the child first, she cannot also become a legal parent (Dutch law caps legal parenthood at two).
If a donor formally acknowledges the child, he gains legal parenthood — the right to request contact or custody, but also child support obligations. If he doesn't acknowledge the child, he isn't financially responsible, but generally has no automatic right to contact either.

If a duomoeder wants legal parenthood and is married or in a registered partnership, acknowledging the child before birth is faster than adoption — but timing matters, since whichever route is taken first (the donor acknowledging, or the co-mother acknowledging/adopting) determines who ends up as the second legal parent.
Under the Dutch Artificial Fertilisation Donor Information Act, registered donors' data is kept so children can trace their genetic origins from age 16.

Primarily legal costs: drafting and reviewing a donor agreement with independent legal advice for both sides typically runs a few hundred to a few thousand euros. If a co-mother needs to adopt, court and legal fees apply on top of that.
